No Start-total Mystery!!! Help!

I was writing about this problem before and now i have anotjer car which i bought(1992 lunina 3.1) so i can compare

all started when my old lumina one day just cranked but didnot start
i assumed it was ignition module and i replaced it
some problem, cranks well no start
i found that there is no spark
also fuel is reaching engine all fuse ok, comuter has no trouble codes
next step i did according to service book, i checked voltage 12v to IGNITON MODULE with key in ON position
trehe is no voltage present there

i eas dissapointed and i found another car in very good shape with 140.00 km
paid $1200 cdn for it
now, one month later i decided to compare that voltage on ignition module on good car and found same!!! there is no voltage on good car too!!!
how than book is telling me to check that voltagw?
i am totally confused here
in book is stated check voltage on first pin of connector with key in ON position!

whati s problem here?

i wont to fix my old Lumina euro but dont now what tolook for now
in book also is stated that if no voltage on ign module check circuit from KEY to ignition module

what if voltage is comming through ECM?

is it possible to be bad wire at key?

before i had few times slight smoke from steering column on that car

please help this is driving me totally crazy!

also this new car has mysterious problem too
it will just shut while idling or in slow traffic

You need a real diagnostic manual, such as Alldata.com subscription for 1 year has all the no start trouble trees to pinpoint the problem.
