95 lumina rear lights and signals

My 95 Lumina LS is having electrical problems.

Tail lights don't turn on or are so weak don't see them. When turn signals are turned on they are very faint on the rear. Hazzard lights are very dim. I figure it is bad grounding, but how is a good way to ground this so I won't have this problem. The lights on the radio also flash but not all the time. No problems with the front lights. Front Turn signals will sometimes operate at a normal speed other times very fast. No problems with fuses,

thanks for any insight

The problem was a loose screw for the ground to the back lighting system. This ground poin was on the passenger side underneath the carpet next to the door. The screw was not real tight and caused the system to lose ground. No more problem,
