86 cav z24 what next?

I just inherited a 86 z 24 with an excellent interior ( digital dash still works even with the lights on ( gas gauge works, and stops working when I hit bumps), and body with no rust. Had to put in a new clutch. Just started to check it out under the hood. Found a non working check engine light, no wire on the o2 sensor ( no idea where the wire is), a vacume hose plugged with a screw sitting on top of the air cleaner housing, and electrical tape on the plug wires. Wrong wheels and tires all around (standard cav. wheels with spinners hubcaps ) talk bout ugly. any how Bought new accel perf. wires, cap, rotor, plugs, filters.The car has a bad dead spot at 1800 r's (bucking like an out of controll wild stallion on declining r's, and an outrages power surge on increasing r's).No smoke out of the tail pipe, and no loss of power. and in need of an exhaust ( the rigged glass pack exhaust has a leak in the downdraft pipe, and about 12 welds putting it together. Where should I go next?
