87 RX7 Horn Failure

My 87 Rx7 horn does not beep anymore i was told it might be the CPU but i have no idea where is at or how it looks like and if their is anyway to fix it...

its the driver's side kick panel

you will have to solder the weak points in the ecu (or have someone do it for you)
