Radiator Pressure holding on 89 T-Bird

I just went out to check the coolant levels in my 89 T-Bird. To my surprise when I took the radiator cap off the radiator was still under pressure to the point it shot coolant out of the radiator about 4 inches high.
I do have a slight overheating problem in stop and go traffic, but, none during constant movement.
The car had a complete headgasket replacement about 2 years ago (both sides).

My question would be is it normal for the radiator to hold pressure after being shut off for approximatly 14 hours and if not what could cause that?
Also would the fix if necessary cure my stop and go traffic overheating problem?

unfortunately it sounds like you have a problem repeating itself(overheating at low speeds pressure in cooling system) sound like----------------head gaskets---------dont shoot the messenger
