99 blower motor only runs on high

My 99 voyager heat and air conditioning only run on high. I was told by a friend that it might be a relay, not the blower motor itself. Where is this located and how do I change it? Is this true?

it's the blower motor resistor , it is located under the hood under the wiper cowl on the passenger side , had mine replaced at the dealer and it was only like $40 . You might be able to do it yourself but sometimes when they go it ends up partially melting the connector and then that has to be repaired and it wasn't something I wanted to mess with though I am sure it would not be too hard if the connector is ok.

I went to Carquest for the resistor and they claim that no part is listed in there database. Tomorrow I'm going to call the dealer? I'll keep you posted...
