A/C kicks off

I've read that the control panel for earlier Malibus (99) had a problem with the heater control panel that caused the A/C to kick on and off (stays off for while when you want it on until you mess with the fan speed.) I've also read that changing the control panel out for a new one doesn't necessarily solve the problem for long since it is a production flaw. Yes, the freon levels, pump and relay are good to go. This is an electronic problem that has dogged me for years. Anybody deal with this before?

mine usually goes away (clicking on & off) with freon check & adjustment.
