GM brake calipers anyone?

yo guys. I have a quick question for anyone who is an expert in GM stuff;
i've got a lumina Z34 (91), and my passenger side rear caliper is kinda frozen - the parking brake doesnt hold. Anyway. I was looking at it, and the parking brake lever on the caliper is the "ball on cable into socket" type, the kind you see on bicycles and wahtnot, but the drivers side caliper is a "loop and hook" type lever... is it SUPPOSED to be this way? I ask because i failed my saftey inspection about... oh.. two months ago, but i've gotten pulled over twice in the past 3 days for having a big red R on my windshield. I can fix it no problem, but i'm worried someone "modified" one of the calipers and now i'm gonna have a bitch of a time finding something that works right.

so uh...yeah.. does anyone know for sure?

No, the R actaully makes it slower, because it causes flashing blue lights to appear behind me.
