Why do you think you have low fuel flow? That's a fairly rare condition.
The pump is in the top of the tank, the fuel filter is roughly under the air hose. Driver's side, close to the wheel well, low.

The fuel pump won't even turn on until the engine begins sucking air through the Air-flow meter.
With the key in the ON position, reach into the air filter box & push the air-flow meter's flap open. You should then get the fuel pump to activate. At any rate, change the fuel filter & go from there.
