Loose Ignition Ring

Got a 1995 Lincoln Continental.

The black ring that goes around the ignition (where you put the key in) has become very loose and is making it difficult to line up the key.

Also, when you take the key out, you have to fiddle with that ring to keep the lights from staying on.

Does anyone know how to fix this (ie tighten it up?)

Will the whole ignition have to be replaced?

If it is anything like my 1985 you have to replace the key and lock cylinder. $15.00 at autozone.
