99 beetle fuel guage points straight down?

just replaced the battery... now the fuel gauge is pointing straight down... the dealer said "that's why you pay us $210 to install the battery and reset the codes..." what is he talking about... can I reset codes myself and what is the code? can anyone help?

Problably have a faulty instrument cluster.
