Question CR-V air vents temperature control

I didn't see a way to search the forums, so thought I'd just post this. I own a 2004 CRV-EX and have always been mystified by how the air is distributed to the vents and have never seen this on any other vehicle I have owned. I prefer runnning the AC with the dash vents and foot vents open to help keep some cool air on the floor and balance the air temp in the whole car. As the vehicle cools off and I try to get the tempurature not so cold, the floor vents have warm air by 3 clicks of the control while the dash vents have comfortable cool (but not freezing cold) air. I had taken it back to the dealer twice when it was new and they said there was nothing wrong with it. They even showed me another one they were working on, it worked the same, so they said that was the way it was designed.

I just do not get it. Why would you want to have the air temp different between the vents? I try the same in the winter and wind up with heat in the foot vents and cold air out of the dash vents which can get very chilly. Has anyone else noticed this? Is there any kind of fix that maybe the dealer didn't know about. I just moved and have a different dealer nearby, but do not want to take it there for this unless I can give him a little more info. I've looked around for books on the car, but haven't really found any to see if there is an adjustment somewhere.
