99Eurovan Can upper timing chain be changed with engine in place.

I'd like to tackle changing the upper timing chain and upper tensioners on my '99 Eurovan. Its making the typical gravelly noise I've read about on several internet posts. The noise definitely sounds like its coming from the top of the engine, right at the upper timing chain area.

The Bentley manual says the upper timing chain cover can be removed in place, but I don't think this will completely uncover the intermediate drive gear. Does anyone know if there's enough room to remove and replace the upper chain by just removing the upper chain cover? For that matter is there enough room to remove the intermediate gear also?
