94 z28 - cooling fans or ac comp wont come on

okay this what ive checked- coolant full and flowing
2 - switched relays with ac comp and others - nada
3- freon is full in the a/c system-no clutch engagement
3-fuses good -
4-aaaaaaaaaaaaahhhhhhhhhhhhhhh-what is wrong with this thing
