My child spray painted the exterior plastic mirror casing on my car. Does anyone know if/how to remove it? Any suggestions would be greatly appreciated.

You can try nail polish remover in a small area. Depending on how thick the spray is, you can also use real fine steel wool, don't press hard and if it comes off polish it with a mild abrasive polish. Otherwise, get a freind to repaint it for you. spray paint removal
I have found that lacquer thinner is very effective in removing spray paint from cured paints like on your Neon. You can buy it at any hardware store. I hope you had no problem with the polish remover because that can eat through a clear coat.
After removal, use a grease, wax & tar remover to get back to completely clean. I recommend Prep Sol, sold in auto body shop supply places or your local parts store. Follow up with a good carnauba wax to seal things in. If you went through the clear coat, lightly sand with 1000 grit sandpaper and spray the area with clear coat again. Popsicle sticks will be abel to scrape it off and would dig into the plastic at all.
