98 Lumina-water leaking in (outside water)

This question is concerning a 1998 Lumina. I live in the Northwest where there is obviously a large amount of rain. I am experiencing a water leak on the floorboard of the driver's side. I noticed a small wet spot on the carpet near the front of the drivers seat (where the drivers left heel would rest). After a few days, it got larger and was very wet. I cut out a piece of flooring carpet (about 8"x8") and found a puddle of water. From what I can tell, the entire insulation in that area is soaked. This is very close to where the E-brake cable passes through the floor. Does anyone know if the seal on the cable housing is prone to leaking outside water? There are also a lot of seams in this area. Does anyone have information of these seams being prone to leakage? Has anyone ever seen this before? Any help would be greatly appreciated.
