98 Lumina-water leaking in (outside water)

This question is concerning a 1998 Lumina. I live in the Northwest where there is obviously a large amount of rain. I am experiencing a water leak on the floorboard of the driver's side. I noticed a small wet spot on the carpet near the front of the drivers seat (where the drivers left heel would rest). After a few days, it got larger and was very wet. I cut out a piece of flooring carpet (about 8"x8") and found a puddle of water. From what I can tell, the entire insulation in that area is soaked. This is very close to where the E-brake cable passes through the floor. Does anyone know if the seal on the cable housing is prone to leaking outside water? There are also a lot of seams in this area. Does anyone have information of these seams being prone to leakage? Has anyone ever seen this before? Any help would be greatly appreciated. Thanks in advance!
