Depends how you define cold. It's usually between -5C and +5C when it's snowing - warmer and it rains, colder and it's just too damn cold to snow.

The coldest it has been here so far this winter was -15 F without windchill..

Winter in Canada is -40C and constant snow storms. Car never starts, and if you dont plug in your car for more than 30 minutes it wont start. Frostbite in seconds. BUT its life, summer great though ive seen days it got past 35C. Theres only one fun thing about winter and cars you can drift with your front wheel drive cars. Pulling the E-brake around bends and down streets.

It's hot in NC now it should be in the 70's but it is in the 80's and it is to damn hot. Im from Pennsylvania where we had snow. Damn I hate dial up but mine is fast for dial up. I need fucking cable internet
