Can't figure out why my fans want come on without the AC being on

Can't figure out why my fans want come on

I have a 1996 ford windstar 3.8L, i did the ever so common head gasket replacement 6 months ago and now my engine is overheating because the fans will not come on unless the air conditioner is on.I've been driving it,but, i have to leave the AC on.I replaced the fan relay and the engine coolant temp. sensor also the coolant temp. switch.........now where do i look? What do I fix?? UHG!! I wish i had the cash to trade it in,but, i can't afford a note, lol.
If anyone knows the anser to this issue, plz ,plz, plz..........just tell me, i'm out of money and can't take it to a dealor to have it tested right now.

Which relay did you replace? The wiring diagram I am looking at shows the relays in the CCRM(Constant Control Relay Module). This is what turns the cooling fans off and on. There are 3 relays inside, one for low speed, one for high speed, and one to turn fan on when A/C is on. It sits inside the drivers fender in front of engine compartment. Hope this helps.

not sure now, the diagram in the manual shows 2 wiper relays, a wiper washer relay and a lot of smaller fuses. Are th fan speeds controled buy the smaller fuses? Because if so, then there is no fan relay, just fan fuses.lol It seems that i replaced the EEC module relay. thank you for your reply, just wish i had your diagram, lol
