My brother just painted clear coat. Now he tried to paint acrylic paint on some details and it wont go on. Anyone know why this could be?

Painted over the clear...like for window trim? On all my models, I do the trim last and I use nothing but acrylics and have never had a problem. Have you tried shaking the paint up, or stirring it with a toothpick?

Paint the area with clear flat before painting the acrylic, it will give it some tooth to stick to. And it may take a couple few coats of acrylic, let it dry fully between coats. Or just use an enamel... - Mark
