No Data from connector

Hi everyone
I just bought a 96 Sunfire last month for my sister and the car wont start. I have spark, fuel, good compression and air flow. When I hook up a Scan tool to check my injector pulse etc. it says "No Data." I found a test for this symptom which checks voltages at the data link connector and continuity on the number 2 terminal of the connector and everything checks good so it says replace the PCM. So I did for $400 and it still the same. I tried my friends snap on scanner and it reads the same as my OTC 4000 enhanced, No Data, anyone come across this and know the cure?

check cig lighter fuse it is the same power feed for aldl connector
