1.5 volts to the coilS PLEASE HELP

alright just as the title says. im getting very weak spark, new plugs, wires and coils, so thats not it. so i tested and im only gettin about 1.5 volts to the coils. like i said before im getting spark, its just REALLY weak. a short possable, bad ground? please help i really need to get this thing running again. suggestions?
