throttle cable for tranny?

i have a 1989 chevy 2500 2 wheel drive with a fuel injected 350. not sure about the tranny. i was wondering does this truck have the throttle cable for the tranny, i mean the adjustable throttle cable. i think it is called the throttle positioning cable for the tranny. i remember i had to adjust one on my older blazer at one time. the troubles i am having is the tranny is wanting to go into overdrive at around 39 mph. and i almost sure it shouldnt change to around 45 or so cant remember.

but correct me if i am wrong. dont you push the button on the side of the cabe bracket and push the cable adjuster all the way in and then push the throttle all the way to the floor real quick to adjust this? doesnt the throttle positining cable pop out to the correct position when doing this?
