Angry Problems with surging on my 89 civic

I have a 89 civic HB (1.6L), i am getting a surge when idling and when i acelerate i get a delayed response, like if I floor the gas and it'll like studder like the fuel's not reaching the engine??? I have a feeling that i am not getting enough fuel but not sure where to turn, any help will be appreciated, I've heard An 02 sensor might be the problem, or i've been told that a new fuel filter might help me out. Does anyone know how to change one or where it's located??? i'm pretty much in the dark right now so thanks for any help........

it could be the TPS...and some vac. lines the vac lines will cause the idle problem...and the tps will cause the response to be like a half sec or so and could make the car stall out sometimes. check your ecu for codes. do you have a check engine lite on? to check your ecu for codes, pull back the passengers side carpet. you will see a bronze looking metal cover with a little sight in it, there is an led in there. start the car and count how many times it blinks. different codes will be separated by a slightly longer pause. do that and tell us what you got.

alright i checked it and i couldnt really tell but i think it was 17 then paused for like a half second longer than kept going and didnt get much, let me know anymore pointers you got, thanks again

throw in a new fuel filter and a injector cleaner and see if it helps at all

for the surging, check for any vacuum leaks, if nothing then unplug your iacv, does it stablize yoru idle ?

Code 17 is vehicle speed sensor in the chart i am looking at?? but i am pretty sure you have a spedo cable and not a sensor so i don't think this could be the case. Count your flashes on the ecu again

also code 16 is a fuel injector and there is no code 18

could be your MAP sensor on the fire wall check connections.
