1996 Engine will only start after 3 tries

The car will not start up unless you try 3 times. You can turn the key the first time and it will just keep tuning over for a long time. You need to just keep starting the car for 3 short engine turns and finally it will start up. I changed the plugs and wires. I also ran injector cleaner in it. It must also be noted that once it starts it runs fine through the entire rpm range.

The only thing that comes to mind is either the fuel pump may be weak or the filter may be clogged.
