to heat or not to heat

husband purchased a 90 taurus SHO, the last owner said that the heat worked but only got warm.. well warm does not describe it. it gets hot usually in the morning when started first thing, then when restarted throughout the day there is NO HEAT AT ALL. this doesnt mix well with leather seats let me tell you.. husband has replaced control panel, relays, heater switch. still nothing..
i need help, i work in a place with no heat and would at least like to drive home warm....
