Yeah your relay is the click. It may be the realy, it could be a lose connection at the horn or the horn itself!

Would you happen to know where the relay is located? Thanks.

I have a 2000 cav...my horn is dead too. The fuse is fine, the relay is fine. THe relay in my car is located on the drivers side of the car, under the left side of the dash. It is a small black rectangular piece. Mine was taped with electrical tape to a small bundle of wire. You have to look for it, but it is there. Oh, if you need another, don't bother with any auto parts stores, they wont have it, just go to a GM dealer, Its about $5. But, if it is clicking, most likely the relay is good and something else is wrong. I replaced my relay, but it did not fix the problem. SInce the relay clikcs, that means the horn button on the stearing wheel works, so that leaves only the horn. THe horn is located on the right side, behind the bumper, IF you crawl under the car on that side you will be able to see it. Good luck!

I would agree that if you hear the click it probably isn't the relay that's gone bad. Wiggle the wires going to the horn and if that doesn't work get your test light out and see if you're getting power to the horn. If you're getting power, then you have a bad horn.
