Underhood light problem

I have a 2000 Park Avenue and the underhood light does not come on when the hood is raised. The light bulb works when taken out and put between 12V and ground so I know that is not the problem. There is a switch on the hood with the single green wire running to and I think this is the switch that activates the light. When I remove the wire and short it to ground nothing happens. Also, I don't have any current at the connectore that goes into the underhood light fixture. I've looked in the owners manual and according to it the fuse that controls the underhood light circut also protects the trun signals and parking lights ont he left side of the vehicle and since they all work i didn't think it could be the fuse. Can anyone let me know what else should be checked?

parking lights and or head lights need to be on
