Cheapest suspension set up.

i am looking to lower my car about 1.5-1.7" without spending more than $250-300. any suggestions?

cut your springs man. I 've done it on all 43 of my HOnda Civic Dx's and they handle GREAT. cutting your springs also automatically makes your engine vtec AND adds 35 horsepower

you shouldnt go cheap on suspension. The cheapest would be Eibachs, Tokico HPs, and a camber kit for good measure...it cost me, with alignment, labor and parts, a total of 1000.

REgular springs are around 225. With Eibach sportlines and stock shocks my car rode and handled better than stock, but the shocks don't last long. You could save up while driving around on springs, but then you have to do that labor twice. So for that reason you should do shocks and springs at the same time. Sportlines, or other spring with less of a drop (1.2" ?), may be more compatible with stock shocks though.
