rain

I recently changed my fuel filter about a month ago 93 si....This week the car was not starting when it rained. When it dried up worked like nothing was wrong. What is this???

As long as the fittings are tight, I doubt the filter is at fault. I would check the distributor cap, where it meets the distributor, and spark plug wires. You're looking for small cracks where water could seep in, it's a common problem when the components age. If that fails, check the other electrical connections.

And was it trying to start, was it just cranking, was it doing nothing?

here's a way to figure out if it's a short caused by the rain:
on a dry night, in a fairly dark spot, start the car and let it idle w/ the hood up. go around front w/ a mist bottle, and spray WATER (no windex or such) w/o using a light, on the distributor and see if u see any spark, if not follow along the spark plug wires, still nothing try the wires coming into the distributor, still nothing, thoroughly spray the fuel filter. this should narrow it down.
