96 Lumina Misfire and slow start

My 96 Lumina 3.1 L. with 130 K miles feels like it misfires every once in a while while driving at steady speed. Feels like the engine completely cuts out for a tenth of a second and then resumes speed. The misfire doesn't happen often (a couple times in a 20 minute drive) and not rythmic, so I don't think it is connected to a particular cylinder and the check engine light does not come on. Also, though perhaps not connected, the idle speed at start is too low and it sometimes takes two tries to keep it started. Any ideas on either or both of these?

try the fuel filter, might be getting clogged
