98 Jetta electrical problems?

I have a 98 Jetta Wolfsburg Edition with 153,000 miles. First of all, the cruise control hasn't worked in months. Second, the windshield wipers are not working properly. They work on pause and with the washers, but there is no high or low anymore. The last problem is with the factory radio. It worked yesterday but this morning it didn't turn on when I started the car. Any suggestions on what to check? I don't want to take it to the dealer and get ripped off if these are easy fixes.

The cruise control most often fails due to a vacuum leak, common trouble spots are the hose that goes from the pump through the firewall to the pedals & the vacuum switches at the brake & clutch pedals. The low speed wipers run through the intermittent relay but the high speed is direct to the motor, so since both are out I would guess the switch is bad. Does the cigarette lighter function, it is usually tied in with the radio circuit.
