Fan on Max won't work

When I turn the AC/Heating blower all the way up, it won't work. It works on levels 1, 2, and 3, but not 4. Someone told me something came unsoldered... any ideas?

That is possible but you are probably experiencing problems with the blower motor resistor. It is a $40 dollar part from a dealer and is located next to the fan under the dash.
