2000 astro van wont start

I went to go and pick up my brother from work and the van ran fine then when I headed home the van would not start. I tried to jump the battery but no go. I then had it towed home. I took the battery to autozone and they said the battery is fine. I tried my starter and found out that it was bad. I replaced it and it still wont start. I checked all of the fuses and they are fine. I tried so many times to start it with different methods that i almosted flooded it. Does anyone have an idea i would greatly appriecate it. Also when i try to start the van the battery light is on and it doesn't go past 13 nd when i crank it it goes down to 9.
