Scratched Plastic
I have a 91 Stealth and the clear plastic piece in front of my gauges are scratched up really bad... i was wondering if theres a way to get those scratches out? maybe some sort of polish, or would it need to be buffed out?

As a basic rule of thumb for scratches, if you can feel it with your nail it aint coming out. You could try http://www.autogeek.net/megglascarki.html

Stealth,
jackassi made a great suggestion, and I offer this as a back up: Try Some Meguiars PlastX. It's very good on this kind of plastic and usually works very well at removing scratches from all plastics. Or you can try Plexus which is more of a cleaner, but it does have a micro wax that might help fill in some of the sctarches!
