97 chevy truck door latch

My drivers side door can only be opened by the exterior latch. I have the interior door panel off and I can see the control rod move back and forth when I move the inside door handle, but it will not unlatch the door. I'm having trouble removing the door module so I can't tell if the control rod is disconnected from the lock cylinder (although it feels intact). Or does it sound like the lock cylinder is bad?
