Question Noise from my left front wheel 1999 Corolla

I have a low level noise that seems to come from my left front wheel on my 1999 Corolla. It is not always there, but I can hear it more often than not. At low speeds, it makes a rubbing noise (kind of a SHHH sound) with each rotation of the wheel. As I speed up, it sounds more like a click.

I had a friend that owns a servie station look at it and he noticed that my left front tire had a flat-spot on it. He moved the tire to the right rear and it seemed fine for awhile. Now it is back again and I'm sure I didn't flat-spot the new tire on the front.

The noise does not change with brakes applied (thought it might be calipers rubbing, brake dust, etc.)

The car is front-wheel-drive so I'm wondering about CV joints? (I would suspect wheel bearings if it was rear wheel drive)

The noise does not appear to be getting louder as the car ages, just always stays the same.

Any help and suggestions are welcome!

if your tyre has a flat spot on it it might be the brakes grabbing, a faulty shock absorber or your wheel might be out of balance causing the tyre to "slap" the road, have you taken the wheel off to see if it is rubbing on anything?
