4x4 problem drive shaft turning

I have a 1996 s10 blazer. 4x4 is not working. When I put it in 4wheel drive the front drive shaft will turn. If I take it out of 4wheel drive it doesn't, which I expect it shouldn't. What could be wrong? Is there something up front that is not locking in??

check vacum switch under the Battery
