help with rs headlight identification

Hi all. I have a '69 RS convertible that has the apparently common problem of the headlight covers not working right. When I first got the car here, the front driver side did not work, while the left side opened very slowly. I'm thinking that the vacuum system needs to be replaced. Found some nice diagrams of the system on-line as well as referencing the factory service manual.
But now I think that the system may have been replaced with an electrical one, which as I understand, was more of a headache since it had a tendency to freeze up (and this car came from NJ. The entire engine compartment has been switched, so I'm hoping that the vacuums have been moved somewhere. I'm going to take a few pictures of the area around the lights, but was wondering if anyone here has a quick explanation of what I should be looking for. I'm heading overseas at the end of the week, so anything major will have to wait until I get home.
