Post neutral tow feature

My 1996 Explorer owners guide it say that the dealer can activate a neutral tow feature. Can i activate this myself and how does it work. It says there are no restriction after this is activated.

the neutral tow feature is activated with the dealers new generation star scanner or with the world diag. system - these are dealer only tools - also when the activate it you will want to install the neutral tow kit that has an idicator for when neutral tow is active
