Question 97 Cutlas Supreme SL Questions (fuel filter, spark plugs, anti-freeze, oil, gasoline)

I have been diligently reading the posts for the last two days but have been only finding snippets of information. I have the following questions:

-Where is the fuel filter?
-What is the best way to remove the back spark plugs and is there a way to do it without unscrewing the engine?
-I have a lot of dirt floating inside my anti-freeze tank, is there a way to clean that out without flushing the cooling system?
-My oil gets extremely dirty really fast, what could be the problem?
-My automatic transmission has big problems shifting while going up-hill. I think there might be a problem with shifting from second and third gears. I have to floor the pedal for it to finally shift. Please recommend something.
-My passenger window will not roll up when controlled from the driver side. Is that a problem with the driver-side controls or something else?
-I get horrible gas mileage. Is there something I can do besides changing the air filter?
-Where is the governor on this car? I think it causes me problems. I know I am not supposed to race this car, but when it reaches about 90 it starts to wind down and I have to pump the gas pedal to get it to rev again.
-If you can recommend any products for this car such as fuel additives or oil additives I would be grateful.

fuel filter is under the car on the driver side should be against the frame, remove the 2 motor mounts on the top and roll the engine forward, if you just want to clean the tank remove it and clean it, i really suggest flushing the system might be really bad inside, as for the oil have no idea jst might the type of oil you are using, is supposed to shift down while going up hill, have your tranny checked, change out your driver side controls and see if that helps if not check the motor on the passenger side, gas milage i only get 17 to 19 mpg if yours is worse than that check your O2 sensors and EGR valve see if that helps, the governor on this car is built in the computer and as far as i know there is no way to bypass this system unless you change out the computer...
