Xenon headlight bulbs?

I was just wondering if anyone had an opinion on the Xenon HID headlight bulbs. Are they legal in all states?
Also: what are the pro's and con's of the Xenon bulbs?
Are they recommended for use in the CVp1 1997?

Be prepared to buy a couple of headlight assemblies. The HID's and Xenon bulbs are much brighter, but also produce quite a bit of excess heat. We had deputies complaining about headlights not bright enough at night. The boss, in his stupidity, ordered some Xenon bulbs, and I was told to install them. Since police vehicles are run for eight hours minimum, at a shift, the headlight assemblies promptly melted. New headlight assemblies: $100 apiece. (Note: HID's are much brighter, but give off a LOT more heat, beware)
