Need information on 2003 4-runner VSC system:

It is normal for a car to first roll back a bit when going uphill from a full stop (zero speed). But for my 4-runner, once it starts to roll back a bit, stepping on the gas pedal only triggers the VSC system (VSC light comes on) which cuts down the engine power and sometimes leaves the car roll back even more. The road condition is perfectly fine. It is always a little scary for me to even make a brief stop on uphill road. Any information or suggestion on dealing with this is appreciated.
