Inside the PCM.
It's not a "govornor", but a torque limiting alogrythm in the PCM. |

I think you should invest in a chip that is programed to remove the speed limiter.

your computer is on the firewall where that large wiring harness goes. you have to have a chip programmed for your specs and plug it in on a ford. the chip plugs into back of computer.
