Question 1999 Beetle plastic airflow panel

I have a 1999 Beetle GLS 2.0 with 76,000 miles and the plastic airflow panel located under the engine near the left front wheel recently came off and is beyond repair. I realize this is an aerodynamic attachment that helps airflow under the car, but is it necessary if I don't notice any handling difference without it? The dealer said it is connected to a piece in the tire well and without the airflow panel the tirewell piece may come off and result in an even greater headache and expense. Is this true? I checked on the airflow part cost and it is only $65. Can I install it myself without any special tools? Or should I just not worry about it alltogether. Thanks.

I'd replace it. It isnt too hard to install, hopefully you saw how the old one came off.
