Any ideas as to why the fans turn on when I plug in my scanner for codes

I removed the fans to get to the tranny coolant lines I replaced both upper and lower lines as they rusted right through and I got a leak. I started the car and checked for leaks everything went as planned until i reinstalled the fans it started to pour but that really heavy rain no time to close the hood,..engine got wet I went to start it to dry the water and she wouldn't start. I played around with the distributor and the electrical wiring harness that plugs into that silver thing underneathe it (btw what is that called ICM or ECM) and she started up I moved the wires again and she died, I pinched the wires underneath and started up again and been fine since but when i go to pull any codes as I turn it over (engine off) the fans on the rad turn on making a clicking noise anyone have any ideas its a 90 sse.

Nevermind its actually kind of you learn as you go mistake.
before when I had the original lines I never heard the fan come on when I plugged the scanner in but this time when I had changed my lines i didn't tighten them enough that when the fans came on they were rubbing the Tranny lines making a loud noise. Now that I have fixed that I can't here the fans when they turn on Lmao
