most amount of power for the $

im really interested in getting a E36 m3 2door...and i need some help on engine mods...im not really into buying a turbo because of the price(though i want one really badly) superchargers have the same issue. what i need is power to money ratio on different parts... is it worth buying exhaust headers and chip? should i get a cold air or short ram? what are the prices? if u guys could help me out id appretiate it
