THat scam is so old I laugh at it!
 That shitzle has been around forever! It is illegal first of all....  ...no taxas paid by anyone in the scheme.It doesn't work either.......only 1 person out of the 100 or so who participate gets the $$$ anyways. everyone else at the "bottom" gets ganked and ripped off by the one on top..........Sure, wouldn't it be nice to get/bum 1$ from a million people, it would just take you 50 years to collect it all.........
