2001 Ranger sabotage or dealer fix? Help!

While checking the tire presure on my ranger front drivers side I notice some of the grommets that hold the splash sheild in front the strut was missing. When I pull down the splash sheild there was a white and black wire or maybe vacuum hose and the white one was cut and melted at the ends. I dont no what it does but the white wire runs to a solonoid looking device right under the alternator. I dont no if its important but the truck runs fine. Please Help-thanks.
