90 Civic DX...Stiff Pedal, No Pickup??

Hey guys...my girlfriends Dx has a reeeally stiff gas pedal and I was driving it down the highway yesterday and it was really struggling to reach the speedlimit of 110kph...but when it did reach it...it seemed like it wanted to go faster and didn't want to slow down when I slacked off the pedal??

Any thoughts??

possibly the throttle cable is binding. unhook it from the throttle linkage and see if you can move it in and out smoothly. If so, check the throttle linkage itself to make sure its not binding.
