Autoworkers, Environmentalists Oppose Proposed CAFE Overhaul
According to Inside EPA, the United Auto Workers (UAW) is concerned that if the advance NHTSA proposal were enacted, "at least four plants and several parts suppliers in the United States would go out of business."
Environmentalists have also expressed concern that "significant change to the current CAFE program could lead to the eventual demise of the small car market in the United States." When considering how to proceed with CAFE reform, NHTSA should adhere to the Hippocratic Oath, "First, do no harm." |

There's no way to figure out what effect it will have until it happens.
As for "eventual demise of the small car market" It will never happen so long as we have penny pinchers, and people with common sense, or people who like to have a second car around for errands.
